Govt starts Shs1 trillion north rehabilitation plan

THE government has announced a multi-sector intervention worth Shs1.03 trillion to rehabilitate blighted infrastructure in the war-ravaged northern Uganda.

President Yoweri Museveni, on Monday assigned Prime Minister, Apollo Nsibambi to steer a monitoring committee of the 40  beneficiary districts, to ensure "uncompromising fulfillment" of the 14-point Peace, Recovery and Development Programme.

The first phase of the 3-year initiative focuses on total elimination of LRA's terrorist threats, constructing security access roads, provision of safe drinking water and opening up of irrigation schemes.

Mr Museveni said in the later stages, the government would offer loans for small-scale businesses to enhance food production, prioritise vocational training for youth and carry out psychosocial training to enable victims cope awith war trauma.

Forty districts in West Nile, Acholi, Lango and Teso sub- regions will benefit under the scheme that runs from 2008 to 2011.

The President, in a speech read for him by Vice President,  Gilbert Bukenya said since the climate in northwestern Uganda and Teso areas in eastern Uganda is conducive for fruit growing,  the government would rally farmers to produce oranges and mangoes that meet export standards.

This is the first broad government blueprint which underlines a significant policy shift from emergency response to humanitarian needs of the LRA war.
 
The state minister for northern Uganda , Mr David Wakikona, said on Monday that the government would only provide funds to cover about 40 per cent of the total bill of the scheme.

Premier Apollo Nsibambi said his office has already started setting up regional offices for Peace , recovery and development programme in West nile Acholi, Teso and Lango sub- regions to enable local leaders participate in planning activities for programme.

The programme will  help bolster the functional capacity of  local governments.
